About Us

For the past 12 years, Bankruptcy Court Judge Margaret Mann has led the Credit Abuse Resistance Education (“CARE”) Program supported by the San Diego Bankruptcy Court.  In 2023, Judge Mann turned over the reins of Program Chair to Attorney Lilys McCoy.  Judge Mann will continue to be the Court sponsor of the San Diego CARE Program.

CARE provides free financial literacy education for high school seniors, college students, and other financially vulnerable populations with an hour-long program presented by a bankruptcy judge or other bankruptcy professional. It was built upon a CARE program created by Judge John Ninfo (U.S. Bankruptcy Court – Western District of New York). Judge Mann is passionate about financial literacy education and served until recently on the advisory board for the National CARE Program starting from its inception.

Until the COVID pandemic, the San Diego Chapter of CARE reached approximately 1000 students each year with its in person presentations. That format was then curtailed, but even during the 2019/2020 school year, we gave nine live presentations at four different venues where we spoke to approximately 250 students and other young adults. Among the schools and organizations we visited were Open Day at Court, San Diego School of Creative Arts, Stanley Foster School, and El Cajon Valley High School. We also reached nearly 500 people with our recorded programs prepared by Judge Mann. We also provided virtual presentations at Veterans Village and Wounded Warriors Project.
